According to this view the representing relation which makes it a picture, also belongs to the picture.

Here he seems to be pointing out how even the framing of the relationship between the picture and the reality is part of the picture, i.e. the maps distinction from the territory is still part of the map, i.e. there is no thinking beyond the map.
